The XRP network requires that all new accounts permanently lock at least 10 XRP as reserve. This reserve requirement aims to avoid the proliferation of dust (very small) XRP accounts that could spam the XRP network and hinder its performance. Please note that reserved coins are locked and thus cannot be moved nor traded. You can learn more about reserve requirements here.
